Bitola and Skopje, 11.-12. January 2017:
The series of Workshops on Pilot A-Permit drafting within the Twinning Project ‘’Strengthening the administrative capacities on local and central level for transposition and implementation of the new Industrial Emissions Directive’’ continued on January 11 and 12 in Bitola and in the premises of the Ministry of Environment and Physical Planning in Skopje.
In the first session of this Component a 1st workshop for permit writers covering large combustion plants for solid fuels with a total rated thermal input of more than 50 MW (IED Annex 1 No 1.1) was held in Bitola.
For that reason a site-visit to the installation “REK Bitola” (lignite-fired power plant) was organized for drafting of a pilot permit for the installation “REK Bitola” and drafting of a manual (check-list) for site-visits to similar installations. In this context a meeting was held with the operator to discuss specific operational data for the pilot permit drafting.
The Workshop for the IPPC Unit in the premises of the Ministry of Environment and Physical Planning in Skopje covered an overview of the relevance of LCP for power/heat generation, general environmental issues concerning LCP, emission pathways of coal/lignite power plants, discussion of BAT for coal/lignite power plants and required retrofitting for REK Bitola and identification of ELV (according to IED) and BAT-AEL (according to BREF LCP, final draft 06.2016) to be included in the permit of REK Bitola.
